Understanding the difference between NDIS Core funding and Capacity Building funding can help participants and families plan their supports more effectively.

In simple terms, Core funding supports everyday needs, while Capacity Building funding helps develop skills, independence and long-term capacity.

What Does NDIS Core Funding Cover?

Core Supports can help with everyday disability-related needs, including:

  • Assistance with Daily Life – personal care, household tasks and daily routines.

  • Consumables – eligible disability-related items and low-cost assistive technology.

  • Social & Community Participation – support workers helping you participate in community activities.

  • Transport – eligible disability-related transport support.

Core funding can generally provide greater flexibility within the applicable NDIS rules.

What Does NDIS Capacity Building Cover?

Capacity Building Supports focus on developing skills, independence and participation.

Common categories include:

Improved Daily Living

May include psychology, occupational therapy, speech pathology and other allied health services, depending on your plan and goals.

Improved Relationships

May include Positive Behaviour Support, behaviour assessments and behaviour support plans.

Support Coordination

Helps participants understand and implement their NDIS plan, connect with providers and coordinate their supports.

Core vs Capacity Building: The Key Difference

Core = support for everyday needs.
Capacity Building = support to build skills and independence.

Capacity Building categories generally have separate budgets, so funding cannot automatically be transferred between categories. Your individual NDIS plan determines how your funding can be used.

Planning Your NDIS Supports

Before starting services, check:

  • Which funding category applies

  • Your available budget

  • How frequently you can access services

  • Whether funding is stated or flexible

  • How your funding periods work

Your support coordinator or plan manager can help you understand your specific plan.
